The Yolo County Law Library is an official U.S. Passport Acceptance Facility. We accept applications on behalf of the U.S. Department of State for Passport Books and Passport Cards.
Who we serve
As a passport acceptance facility, we handle passport services where an applicant must appear in person. These include:
- First-time passports
- Replacement of lost, stolen or damaged passports
- Renewal of passports issued before the applicant was 18 years of age
- Renewal of expired passports that are 5 or more years out of date
Appointments are required. Schedule your appointment here.
Appointments may be scheduled up to two weeks in advance. New appointments open daily. Check back periodically if you are unable to schedule in cases of cancelations.
All appointments are held at the Law Library at 204 Fourth Street, Suite A, Woodland, CA 95695 (view Map).
Appointment times may vary within the Library’s normal open hours.
Please come prepared for your appointment.
The following documents and payments will be required at the time off your appointment. If you are missing anything you may have to reschedule your appointment.

- Passport Photo
- Completed DS 11 form Original proof of United States Citizenship if applicant is a minor, a birth certificate is always required.
- Valid government issued ID
- Check or Money Order payable to the United States Department of State Click here for fees
- Please note this payment must only include fees related to application. Payments in the incorrect amount cannot be accepted.
- Execution/Acceptance fees and optional photo fees are payable to the Yolo County Law Library see fees below.
- Any required photocopies of documents will be made during your appointment at no additional charge.

Children Under 16
For applicants aged 0-15 years, generally BOTH parents and the applicant/child must be present and provide evidence of parental relationship, such as a birth certificate. For requirements and exceptions in English click here (Also available in Spanish ).
If a parent is unable to appear, a Form DS-3053, completed and notarized within the last 90 days, or other documentation is required. In addition the parent must provide front and back copies of their current ID (driver's license or state-issued identification card) U.S. Department of State’s website>See Department of State website for more information.
Children 16-17
Children ages 16-17 must apply for a passport in person. Parental awareness is required, which may be evidenced by payment for fees with a parent’s check. One parent may be required to be present and to present valid identification if the applicant/child does not have sufficient identification. See the U.S. Department of State’s website for details.
Fees
There are 2 separate fees. The passport fee and the acceptance fee.
- passport fee: payable by Check or Money Order only to the United States Department of State. This fee varies, click for current prices.
- acceptance fee of $35 to Yolo County Law Library. payable by credit/debit card, separate check, or separate money order.
